A few states have started offering an online lottery, including Pennsylvania. However, as of late 2015, only seven jurisdictions are offering an online lottery. Minnesota, for instance, terminated its online lottery program in 2015. The Department of Justice clarified its position on the Wire Act in 2011, opening the door for other states to offer lottery tickets online. Although some states offer their own online lotto applications, others rely on third-party applications. The lack of online lottery offerings is largely due to verification challenges.
