France has also proposed new laws to tax and regulate internet gambling. French budget minister Eric Woerth stated that these laws will help the gambling industry adapt to the new Internet reality. However, betting exchanges will still be illegal. As a result, the country is trying to prevent the spread of illegal gambling. Online gambling is a major business in many countries.

While online gambling has become legal in many countries, the law remains unclear in many countries. Many countries have state gambling monopolies, and online gambling is not legal in all jurisdictions. As a result, there are many loopholes in online gambling laws. For example, Canada, Finland, and Sweden do not grant gambling licenses to foreign casino operators. Consequently, these countries cannot prosecute foreign casino operators. Instead, these countries can block their websites but cannot punish players who gamble in these countries.
